This last Easter my daughter kept asking me to make her a tutu dress to wear so without knowing how I gave it a shot. And this is what I came up with... What I should have done was buy a tutu all ready made because it made a big mess and my husband said he is glad I do not make these to sell on Etsy.
I bought 1/2 yard of tulle in pink, purple, yellow, and green. Cut them into 4 inch wide strips long ways across the fabric. Then I took a piece of elastic the measurement of my daughters waist, tied it together and stretched it across the legs of a folding char. Now I have heard that elastic is not the best thing to use, that ribbon is better because the tutu will last longer. Fold the strips of tulle in half make a loop and tie a slip knot around the elastic. The more tulle you add the fuller the tutu will be. When you are done, tie a ribbon around the elastic to tie around the neck, next I hot glued some flowers to the elastic around the ribbon. That was it.
